fix for sct no difference similar to pmct for HoT11.3 for nova card (fix ecm pid for single channel).

Deleted Prov id 023B For SCT(SCT is active now on caid 0500 prov id 0427 Viaccess 4.0) and moved caid 0500 prov id 0307 (for jscsports 13E 7W)in priority.
This modification is for Cs latest (at the moment is not available prov id 0211 on Hotbird for jscsports..for who use cs).
