Reader: very basic and untested functionality 'cooldown'. It's configurable over parameter 'cooldown=, ' This parameter is not avail in webif during testing phase. It only works if ratelimitecm + ratelimitseco$$$. During 'seco$$$ OFF' the reader is open. After 'seco$$$ OFF' the reader get restrictions set in ratelimitecm + ratelimitseco$$$ for time defined in 'seco$$$ ON'
Cooldown ON means reader is restricted while Cooldown OFF means reader is open.
This time aligned method is very dirty because time ticks also with no requests and is checked only on each request. Maybe somebody has a better idea.
For documentation - would be better to not document this parameter in this early state

please note : line 425 , operator "!" would effect till end of it's line like before r5441 , this point was missed! with r5441 (line 368) then in r5447 , lower changes are redundant after my fix (already was included in line 425)
