medialink 9700 help needed

Hello,
I'm new to the sat world and card sharing I just order a HE@D MEDI@LINK ML 9700 HDTV SAT TWIN.
in the building where I live dishes are not allowed to be installed , would please someone tell me if it will be possible with this device to any TV channel via INTERNET IPTV ?? for free or pay tv?? if there any shall I installed or its pre installed ??
