The eeprom 24C16 is "bin" you can convert "hex" with ICprog
----> Convert HEX <-> BIN with ICprog.

If for some reason or another, you want to change the format. In hex. Bin and vice versa, do the following.
Choose the type of eeprom for which the file is provided.
Open the file you want to convert.
In the File menu, choose "Save File As".
In the new window, select the desired file type (Save as type).
Press Save and your conversion is complete.
